Many research associates within NASA or working with NASA have telescope access. These can be from universities, observatories, and a few scientists at NASA.
The astronomy club I belong to has a desert location where a robotic telescope operates. The club supports it, but NASA supplied most of the hardware. A scientist runs the scope part time for NASA research.
Few telescopes these days are for eyeball use. Most are electronic camera carriers. The image files are processed for many uses.

NASA is not the central authority on astronomical matters that you think it is. They have a few space telescopes that are imaged remotely from the ground. Most large telescopes are funded by universities and foundations independent of NASA.
Or you can contribute your observations as an amateur astronomer using your own telescope on your own time. Unpaid of course.
