There was a story about a woman selling Moon rocks and that it was illegal because apparently only Nasa can own them because they went to the Moon and got them in the first place so any for sell must have been stolen. Now lets say "somehow" you were able to go to the Moon or even Mars and bring back all the rocks you wanted would it be illegal to keep them or sell them even though you went and got them yourself?

It is illegal to sell them because they are all designated as national treasures, or something like that. So they cannot be sold.
If you managed to get to the moon and back with some rocks, then those would be yours and you could do anything you wanted with them.

The only Moon and Mars rocks that are for sale are fragments of meteorites which come from the Moon and Mars. These are very rare, but anybody who collects such a meteorite here on Earth can legally sell pieces of them. No one besides NASA and the Soviet Union has ever had the wherewithal to go to the Moon and retrieve rocks.

If you can get moon rocks or Martian samples with NASA's involvement they are all yours. There is a small number of meteorites known to have come from the Moon and Mars. NASA has no claim on these, and if you can find or buy one, it is quite legal
