Pluto is smaller than Neptune. Pluto's diameter is less than 3000 kilometers. That's one thing that makes it a dwarf planet. Neptune's diameter is greater than 3000 kilometers, and it has not "cleared its neighborhood" of Pluto. Its diameter is the only reason Neptune is still a planet, not a dwarf planet. (Most people completely miss the 3000 kilometer diameter criterion. They don't have the memory capacity to remember four things at the same time, apparently.)
