when the pressure is released, the piston retracts back into the piston shaft, and the brake pad makes contact with the disk. causing the wheel to stop spinning.
the reason it is designed like this. is that in the event the trailer were detatched from the rig (truck) in a bad event like say. it detatched on the highway. it would immediatly employ its own brakes by default, and stop . instead of plunging along on its still spinning wheels to crash into whatever may be in its path.

Maybe you are referring to the air brakes on an air plane. These jut out into the airstream to greatly increase the drag and prevent a plane in a dive from exceeding it's maximum design speed. Can also be used to get a plane down to landing speed, if it has to land on an aircraft carrier, for instance
