They are composed of nucleons. Quarks bound by gluon's make nucleons witch make atoms witch make up elements witch make up particles witch make up things. Protons and neutrons are composed of quarks. they are flavors of nucleons.

That's a really good question. As I understand it, physicists don't really even know what "charge" is, at its most fundamental level.
We know that protons and neutrons have mass, spin, have a charge or no charge, they are made up inside by three quarks (which are really tiny, tiny) compared to the overall size of the proton and neutron. We know that each matter particle has its own wave function -- which is the wave equivalent of matter. We know that atoms are governed by quantum mechanics that is based upon uncertainty and probability. We know that the three quarks orbit one another just like protons and neutrons orbit one another inside the atomic nucleus, in the same way that the electron cloud orbits the nucleus.
Just what makes up the actual structure of a proton or neutron, is probably some function of scalar and vector fields, ripples in the space-time fabric. Not a very exacting answer, but its the best I can come up with on such short notice.

When _I_went to school, (over 50 years ago!), we learned it was Protons and Neutrons in the nucleus and electrons in orbit around it. Now they have other names for the sub-sub-atomic particles that make up these three..
