If I were to drop a chocolate bar to the ground, what are possible methods to sterilize it?

If it's still solid, in one piece, just wipe the outside with a damp paper towel. That should get most of the crud off of it. It was not sterile to start with.
If you are really concerned, dip it in a bleach-water mixture for a few minutes, then rinse it with boiled distilled water.
Or you can melt it in a double boiler and then let it solidify, if it is in pieces. But I don't think too much of this, as the melting point of chocolate is too low for sterilization.
