how do you make HF using materials that are available to by over the counter

I'm not sure about what's available over your counter, but the usual way to make HF in the lab is to react calcium fluoride with concentrated sulfuric acid.

Although the previous answer will generate HF, the correct answer is that if this is something you are trying to do, and you don't have the appropriate safety equipment, fume hood, proper lab ware (teflon or lead, since HF will attack ordinary glass and most metals, or the experience in handling this dangerous compound, you don't even attempt to prepare hydrofluoric acid. And by the way, unlike the other hydrohalic acids (HCl, HBr and HI) this stuff will be absorbed through your skin and will destroy nerves sometimes before you are even aware of how severely you've been burned.
