A pointer is any device at all ( wire , set square, ruler etc) that is held at right angles to the scale and that comes close to the object that you are seeking to measure.

All you are trying to do is to work out where the position of the object is on the ruler.
But if you can't get it physically close then there would be a lot of error in just guessing.

As an example. You wish to measure your height.
You place some object horizontally from the top of your head to a wall. Then you measure your height vertically on the wall.
The object across your head is the pointer.

Vernier calipers have two jaws. We put the object to be measured between these jaws and read the measurement off a scale to the side.
The jaws represent the pointer in this case.
