I'm guessing all of the R&D plus parts, labor, etc. would put the price tag close to a trillion dollars. Anyone who wanted a "ride" would expect to pay $10 billion plus insurance in the beginning with no guarantees of landing at a precise time. After the technology improved the price may drop to $5 billion.
Meanwhile the government would secretly do their own "missions" allowing them to wipe our memory of time travel having existed and retain all of the technology discovered thanks to time traveling for themselves, having complete control of us and the world. The end.

Cost would depend on how much it cost to make and how long
I can't imagine it bein open to the public so people don't screw up history.
I don't think you could time travel with a machine. You'd probably have to go to space, travel about a million miles per hour for a while because the faster you are traveling the slower time goes so while on earth, time is going at a normal rate but you are going much slower. A day for you at that speed could be a year for earth

A time machine that everyone could use would pretty much eliminate pain in our lives.
And a bring us back to bartering instead of paper money, or precious metals.
Everyone would go back in time,
Make sure that kid never made fun of us in 5th grade,
Never get beat up in high school,
Then make a bunch of savvy investments.
Taking away our growing pains,
And making money useless.
