I already know someone is Finn call me idiot. I think Titan and Europa are fair candidates for at least microbial life so it might e worth sending a probe their, right?

If you live in the USA you can contact your congress representatives and persuade them to increase the Federal Budget allocation to those items for each fiscal year. I don't know whether that'll make a difference, but at least you'll have better chances of that happening than complaining on a public Internet forum to people who have no say in the matter because we don't vote on the Federal budget...

Remember that Canadians spend about the same each year in tourism in the USA (20 billion USD) [1] than the entire anual budget allocated to NASA (not only to space exploration but everything they do around 19 billion USD) [2].

So if you want to send probes to wherever, you're going to have to wait and tell all the other science programs that they'll have to wait it out or get cancelled.

I'm sure you won't mind telling all the scientists and the university students who hope to work with the James Webb telescope to delay the launch a few more years, right?

The major challenge with Europa is we need to build something that can not only break through the ice and then get into the ocean and record data, but also be built in a way that no earth bacteria will be transported with it in the odd event there is any life there. Titan is a simular deal, they are working on it though.
