Gary B say: God.
"Let there be light!" and the Big Bang ARE THE SAME THING. One is told from a scientifi standpoint, the otehr is told from a theological standpoint One cannot tells us what was BEFER the big bang, the other one knows what was befoere the Big Bang.

Brilliant Answer say: That mathematics we're discovering so perfectly defines everything, so much so that the universe is digital and not analog. From Planck's Time, Planck's Length's, and Field Theory - it appears the Simulation Theory of the Universe has growing acceptance.
The argument goes back to Plato's concetpt that everything is an idea and Democritus' idea that everything is material. Einstein spent the last three decades unsucessfully trying to disprove it. So, arguably the smartest mind that ever existed cannot disprove Plato's Idealist Reality or prove Democritus' Materialism - the theory he favored. Three decades and Einstein couldn;t prove the universe is made of stuff. So increasingly, Theoretical Physicists agree that the universe is a simulation of some type mathematically based, digitally represented.
Keep in mind, most people and science over the past 200 years or so, have agreed the materialistit theory was correct. However, that was an abheration within the 2500 year argument. Here is a short ariticle worth reading:

Innocent Victim say: Quantum fluctuation. And the word is hypothesis. In science, "theory" has a whole different meaning.
