You can make your own play-doh with water and flour. Make little balls of dough and let it dry (or bake them in the oven).

I used to give talks to schools and I used a soccer ball for the sun, and beads for the planets. You can get all kinds of beads from those craft shops that sell sewing stuff etc.
The problem is that you will never achieve a true scaling, because if you did your model over a football field, the planets would still be small beads, and of course, most moons would be the size of dust.
Anyway, if you get beads, you don't have to make stuff, and they are quite inexpensive.

You can buy play-doh in all different colors, you can make the moons grey, and all the rest of the planets in different colors.
Moons: Grey
Mercury: Brown
Venus: Brown
Earth: Blue
Jupiter: Brown
Saturn: Brown
Uranus: Green
Neptune: Blue
And the sun, orange or yellow :)
Hope your project turns out to be great!

You could buy small Styrofoam balls too. Or you could use the small rubber bouncy balls.

Everyone knows the moon is made out of cheese!
