As for ice and snow...these are rare on the moon, but they are there. Primarily in permanently shadowed zones, like deep within the corners of craters, and behind mountains. As a whole, the moon is drier than Earth's driest deserts. Yet we do find permanent ice formations on the moon from time-to-time. It will sublime to steam if sunlight hits it.

Moon doesn't have any atmosphere like Earth does.
No air/gas, no water, no weather.
QUIZ: What would be the colour of the moon's sky in daytime? Why?
ANSWER: The moon's sky is always black, even in daytime, because there is no atmosphere. So basically, you see the colour of the space, which is black.
