According to the greatest Mars enthusiast alive, Dr. Robert Zubrin, absolutely yes, we do have the technology necessary, and we should have made it there by now. His ideas have been vetted by NASA several times, and while they've been found to be somewhat over-enthusiastic they don't seem to require anything really revolutionary to exercise, just a vast about of money (upwards from $50 billion), and that translates to the political will to do it, which is the really tough part.

yes it is. we have the knowledge and the technolgy to do a lot of amazing things such as a mission to mars. money is the biggest problem. NASA does not have enough money to do it in such time as even a year. but yes we do have the technolgy, money is the problem as it always is.
