and how is it a 2:1 ratio?

The above equation says that you're reacting Sodium Hydroxide with Sulfuric acid to form Sodium Sulfate and Water.

It is a 2:1 ratio because for every 2 mols of Sodium Hydroxide, NaOH, you get one mol of product.
