I know we can clone mice and sheep and dogs and cats and stuff so that means cloning a bunch of much smaller things similar things that make up droplets of water so could we potentially clone water to make more of it?

All water molecules are exactly the same. H2O. They are all "clones" of each other so to speak, and yes, we can make water from hydrogen and oxygen. But the type of cloning you're talking about is genetic cloning of living organisms. Water is not alive and does not have a genetic code.
