Fingerprints can be retrieved only from smooth surfaces, not rough discontinuous materials like fabric, rope, concrete, tree bark, fur, etc. And chloroform, as well as many other organic solvents, will remove fingerprints from any surface.

Probably not as chloroform will dissolve the oils that go to make up a fingerprint...
