For self defense first and most importantly to know how to accurately shoot and control their weapon quickly and easily like second nature.
A person who refuses to learn the tools of the world they exist in is only putting them selves at an intentional disadvantage ..

That is your right because you are a human being. If you are American that right is protected from the government by the First Amendment.
A better question would be, "Should we allow the government to prohibit parents from teaching their kids how to shoot?"
