Remember, nCr and nPr are combinations and permutations, respectively. So try to use those more often. =)
What you want to use is combination. Combination does not take into account the ORDER. In permutations, ordering matters!
You want a Manectric with Lightningrod, a male Salamence, a female Marowak with Rock head, and so on. Does ordering matter? If not, then combination.

Then you have your Ninjask and Flygon (which I assume to be irrelevant to the question unless it has something to do with Pokemon genetics. I don't play Pokemon, so I don't know how to deal with that part.)
