The coefficient of friction (assuming it is ideal) doesn't depend upon amount of normal force applied, so pulling at an angle, even though it reduces the normal force and reduces *friction*, does not reduce the *coefficient*.
Ways to reduce the coefficient would be to oil the surface, wax it, or place the block on ball or roller bearings (marbles or cylinders). Polishing could help.
In your original statement, if you were to keep it, I would change the word "higher" to "raise".
