because it can bond in different ways. Oxygen cannot promote electrons to be able to bond more, but sulphur can - it can bond 2 ways (as in hydrogen sulphide), 4 ways (as in sulphur dioxide) or 6 ways (as in sulphuric acid). Oxygen can only bond 2 ways (as in water, CO2, etc)
