O2 = Oxygen
O3 = Ozone
O4 = Oxozone
etc, etc.
So my question is what does one oxygen atom make up? Or is it useless until fused with another atom?

O = monatomic oxygen
You will only find it in extremely small amounts or at very hot temperatures (hotter than an acetylene torch). It is extremely reactive.

Oxygen atom never actually exist. Oxygen is a very reactive gas and it can't exist in mono-atomic form.
