( If its pasteurized milk, there is no bacteria... ) A tiny 1/2 grain of rice sized piece of cheese........
I need a bacteria to test if frequent use of antibiotics are less effect against bacteria resistance. And my teacher said to put a tea spoon of milk over nthe agar Petri dishes and incubate for 1day is that right?

No. A teaspoon is WAY too much. 7 drops spread out is enough. ( If its pasteurized milk, there is no bacteria... ) A tiny 1/2 grain of rice sized piece of cheese..a tear drop... a small drop of spittle, all these contain bacteria...
