A strange sun and moon question......

At new moon phase, the moon rises in the east at the same time as the sun (new moon was a couple of days ago).
Each day, the moon rises about 50 minutes later than the night before.
Today, the moon rose in the east around 9:30 am, so that is what you saw.

with fog in the air, that says moisture, to me... and I'd guess you saw one of the Sun Dogs....
there's usually two of them, but if a tree, or a mountain or building was in the way of one, you'd only notice the other one....

Well it wasn't the moon because the moon and the sun
appear to be the same size in the sky. The moon does not
appear to be 1/4 the size of the sun.

Well, maybe... It was New Moon a couple of nights ago, so the very thin crescent moon sould be seen to the left or below the sun.

Quite probable. As some other people have said, the new moon was a few days ago. The Moon orbits from right to left (on the Northern hemisphere), so it's also in the correct spot. Technically though the Moon looks just about the same size as the Sun.
The Moon isn't always behind the Earth or opposite the Sun (depending on how you look at it). It is very possible to see both the Sun and Moon at the same time and near each other, as it's also possible to see them both rising simultaneously. It's also very possible to see it during the day; daylight, however, is just so bright compared to the brightness of the Moon so it's often overlooked.
