A condition code of 9 would mean highly uncertain.So, no, its entirely unrelated to Torino Scale ratings.......
what does "condition code" mean. eg condition code 8. Does this have anything to do with the Torino Scale or not?

If you click where it says "condition code", it will tell you what it means. Condition code is a scale of 0 to 9 regarding the certainty of the orbital calculations. For example, if you search for the infamous 99942 Apophis, you will see it has a condition code of 0, meaning that its orbital characteristics are very well understood (good enough, in this case, to know that it has no chance of impacting the Earth in 2029, and very little chance in 2036). A condition code of 9 would mean 'highly uncertain'.

So, no, it's entirely unrelated to Torino Scale ratings.
