By the time the the storm that was once Irene reaches the UK, it would have lost all of its tropical characteristics. One of these characteristics is where the strongest winds will be. A tropical system will have the strongest winds near the surface. However, once it loses its tropical characteristics, the strongest winds will be aloft in the higher levels of the atmosphere. That means after sunset, the ground will cool and the air mass in the lower levels will becomes more stable. When an air mass becomes more stable, the mixing of the winds between different levels in the atmosphere will be reduced. So the stronger high levels winds will not be able to mix deeply down to the surface. So it will be less windy after midnight near the surface.

I assume it's all down to heat and pressure. Hurricanes (and tornadoes) are made when a mixture of heat and pressure mix, right? Just like a Lightning storm. Now that the Sun has gone over the Horizon, the heat that was helping to keep the wind and everything else moving has died down for now.
