Looking at footage of the Hurricane in Vermont and North Carolina specifically, those two states seem extra traumatized where they got hit. How is a hurricane able to simply rip rip pavement apart as if it was wet paper towels? Even with Higher winds and flooding, I don't see how it can be destructive enough to tear something so solid away in seconds

Some of the North Carolina damage was storm surge. The ocean hitting the shore, repeatedly - washing out the dirt underneath the road, finally causing the road to collapse.
