Is a neutral neither a acid or base? or both acid and base?
Also, does the Law of Conservation of Matter require that matter must have had an origin outside of itself?
10 goes to best answer. Thanks.

Neutral (pH around 7) is neither acid (pH <7) nor base (pH >7).
Law of conservation of matter says only that matter is not created (out of nothing) and does not disappear (into nothingness), but is converted from one state/compound to another.
