does the Law of Conservation of Matter require that matter must have had an origin outside of itself?10 goes to best answer. Is a neutral neither a acid or base? or both acid and base?

Neutral (pH around 7) is neither acid (pH <7) nor base (pH >7).

Law of conservation of matter says only that matter is not created (out of nothing) and does not disappear (into nothingness), but is converted from one state/compound to another.
