Since our body's 70% water and the EKG tests for electrical signals, wouldn't that signal cause an electrical shock throughout our body?

The electrical signal is coming *from* you! it's the natural electricity that is created by your heart muscles. It is tiny - just a few millivolts at the skin surface. That's about 1/500 the voltage of a standard 1.5V battery.

The EKG does not send out electricity, it picks up the electric current produced by the heart.
