I assume you drew (or were provided with) a diagram. If not, make one. It should be obvious from the diagram that
m∠RST + m∠TSU = m∠RSU
You need two pieces of information (2 angle measures) in order to solve these problems. In problem 1 you have given only one piece of information, so I can't do that one. In problem 2 you do supply two pieces of information, which I will put in the equation I wrote above:
m∠RST + 46.7° = 83.5°
m∠RST = 83.5° - 46.7° = 36.8°
m∠RST + m∠TSU = m∠RSU
