That means as the suns position changes as we orbit it we have to adjust our clocks to adjust the time we need to go to work... during World War 1.
If you look at the older factories, they were designed to maximise use of natural light by having the sloping roof and those elevated windows. It meant resources expended could be lower and productivity of people would higher without forcing them to arise an hour earlier.
It may not seem like a big deal now, but during wartime every tiny expense saved or productivity increase, was absolutely essential.
Nowadays we utilise the same principle, but for more leisure time during daylight hours instead.
