Can´t say. The only clue is the cars with yellow registration plates. That could be France, Netherlands, Great Britain or Luxemburg. Although I do not think it is Britain. It looks like the cars drive on the right side of the road.

My guess would be in the area of Pittsburgh, since these seem to be steel workers, and Pittsburgh (home of the Steelers football team) has funded sculptures made of steel and about steel workers. I tried hard to find it, but although I found a text reference to a statue that may have been this one (which is in the Pittsburgh area), I was unable to find a reference with a photo.
