I REALLY just have no clue where to start or how to work this out...

It works. Heres how you do it.

Example from multiply. When you multiply, you add the exponent.
2x^3(3x^3) = 6x^6


An when you divide, you subtract the exponent.

Example: 12x^3 over 4x^2 = 3 x. Because 12 divide by 4 give you 3 and x^3 - x^2 give you x
