If so around what year? I want to know because I'm writing a book and if this can happen I'm going to make the setting around the same time.

any year would be valid after the fourth millenia, i would say oil will run out in 40 years but i am not too sure about the drinking water cause the water yiu drink might be dinosaur urine billion years ago. (the water cycle)

Isaac Asimov calculated that if the entire Earth were oil, and being used at the rate happening when he did the calculation (around 1980) it would run out in 2586
This was in the science column he wrote, and nearly all have appeared in books
