Time is far too malleable to be constant.

Having given it the status of being a dimension,
and then attempting to guesstimate its speed relative to
the speed of the Milky Way Galaxy, would lead to nothing but errors.

If one took off at the speed of liight and travel for say a year and then return. They would be a couple of years old but all the people they knew would be long dead centuries earlier.
