Mars dirt is full of oxidants. Basically, anything you try to grow would die... a most horrible death. But a bit of chemical stabilizer to counter-act the oxidizer and you are growing like mad.

Yes but remember that for growth of a plant, soil's just one requirement, it requires carbon dioxide, oxygen etc.
