factor out perfect squares and take their square roots

√(250 x^9 y^4) =
√(25•10 • x^8 • x • y^4) =
5 x^4 y^2 √(10x)

there's no equation here, you're just simplifying the expression.

It's only an expression, you could simplify as:
√(250x^9y^4)
= 5 x^4 y^2 √(10x)
or:
= 5 x^(9/2) y^2 √10
