No. This is untrue, in fact I believe Obama raised their budget. He did, however, cut the orion program in favour of investing in private space companies. Don't panic, the future still looks bright for spaceflight.

Of course not. Where did you ever get that idea? All that is happening is that they are phasing out the shuttles because they are antiquated and dangerous.
