I do anything to warm up my feet but they always cold.I can't sleep without socks because my feet go ice cold and I can't live a day without wearing warm boots, and they still get ice cold. My feet also don't sweat because there too cold too.

You don't state your age or gender but declining circulation with age can be the cause. At any age though exercise can improve circulation. Note that a lot of medical attention is paid to coronary artery disease but by the time these large arteries are restricted imagine how the smaller one in your legs, etc are blocked.

This could be caused by poor circulation to your extremeties ( feet ) so blood isn't reaching them as well. Feet naturally get cold because of the lack of major bloodflow to them.
