My sister told me that when it's cloudy out, you can get an even worse sunburn because the moisture of the cloud enhances the UV rays. Is this true? If it is, do you have an article proving it?

No. The reason you might get a worse sunburn is that the sun is less hot and you don't notice the danger. The UV rays are actually less than in bright sun.
