I left my cell phone outside last night and it rained...

Hate to say it, but, yes you will need to replace the phone. For future reference, most electronics can deal with water exposure IF you let them completely dry out before turning them on. The best thing to do would have been to leave your phone off,......
i was shooting hoops and waiting for my friend to text me back she never did so i went inside when it started to rain and forgot it. so when i couldn't find it in the morning i ran out side it had alot of water on it. i took it inside wiped it off took the battery out and used a hair dyer to dry it more. left it home when i went to school to dry more. then i got back i could turn it on and get screen but then i charged it and now the screen is all white. do i have to get a new phone or is there a way to fix it?

Ah. You did everything right up until you turned it on. Turning it on is what did you in. That shorted everything out. Hate to say it, but, yes you will need to replace the phone. For future reference, most electronics can deal with water exposure IF you let them completely dry out before turning them on. The best thing to do would have been to leave your phone off, take the battery off, and then place it in a bag/bowl of dry rice. Completely cover the phone with the rice. The rice extracts and dries out all of the moisture over a 5 day period (give or take).

The hair dryer was a bad move. You should have taken it inside and allowed it to dry out on its own. Most electronics are not harmed by water but will be killed by high temperatures. Back in the day my pager went through the washer many many times and after drying out, worked fine.

hahahaahaha you shouldnt have used a hairdryer, you probaly fried the internal electronics, you should of let it air dry for a couple of days then charge but ayways I suggest taking it to a repair shop or those cart things in shopping centres.

Bad news. Chances are very good that you'll need to get another phone. If a cell phone gets wet, the FIRST thing to do is turn it off, open it up and get the battery out ASAP! Then dry it off and bury it WITHOUT the battery in uncooked rice - or at least in a warm, dry place like near a heater - for several days. The rice (or warm dry air) will absorb water and MAY bring it back to life, but since you put the battery in before getting it TOTALLY dried out, and since you got a white screen, there is probably no chance it can be salvaged. In all probability, water got across all those little conductors inside there and blew the electronics. If you hadn't put the battery in before getting it TOTALLY dried out, you might have had a chance.

Good luck!
