This provides a mechanism as to WHY the car slows down.
Prediction "If I put oil all over the brakes and tyres the friction will reduce and the car will take a long time to stop."
It doesn't PROVE the prediction. The prediction needs to be tested. Why don't you try it yourself?
Certainly this prediction is more logical than the one that you propose within the question.
