I keep reading different things. Some say it's too low, some say too high but it's 118/73 (systolic 118, diastolic 73).
I'm a 21 year old African American female by the way.

Hypotension, or low BP is anything under a systolic of 90 or diastolic of 60.
118/73 is very good BP.

it's normal... the normal blood pressure is 120-80... but ever person has their own (for example my normal is 90-60, yes it is low but I feel really dizzy when it's at 120...)
unless you feel discomfort at that pressure you should not worry... but 118-73 is completely average...

It does appear to be within the "normal" range, but if you are concerned about it you should see a doctor, not ask a group of, mostly, schoolchildren.
