Is it good to have LBP and fast heart rate

and also how do they do the measure blood rate first or heart rate

More often than not, the blood pressure is measured first then after that the heart rate is counted because it is practical to do it that way...

I don't think it is good when you have a Low BP and a fast heart rate..you are prone to fainting at this condition...
