It is a mathematical constant. More specifically, it is the ratio of a circle's circumference to its diameter. This is why you can get circumference by taking a circle's radius and multiplying it by two (giving you the diameter) and then by pi (the ratio of circumference to diameter).

pi can be said to be defined through a number of equations, one is circumference C = pi*d, where d is the diameter of the circle. Thus, pi = C/d = 3.14159265...
pi = C / d being greater is 3 + 0.14159265... physically means that if you take the diameter of a circle, and measure the circumference, if you wrap the length of the diameter around the perimeter of the circle, to completely cover the circle's perimeter, you have to wrap 3 diameter's worth of length around it, and then 0.13159265... the length of the diameter. This is independent of the diameter of the circle and the circumference (i.e. does not matter the size of the circle), you always get this value, you always have to wrap around 3.141592654.... diameters around the circle to equal the circumference value.
