How do I convert 0.56 x 10^-2 into decimal form? I am wondering if I count the zero in front of the decimal when moving spaces over.

Well, first thing's first:
That notation is wrong. Proper notation would have been 5.6 * 10^-3.
But it would end up being .0056.

Here's why:
That 10^-x really just indicates how many spaces to the right you'll be moving the first significant figure (in this case, the 5). Everything to the right of it follows it.

0.56 x 10^-2 is 0.0056 because you move the decimal point two spaces to the left when the exponent is negative 2. However, the scientific notation of this number is actually 5.6 x 10^-3 because scientific notation is always in that form where there's only one digit in front of the decimal and the rest go behind it.
