What is the maximum wind velocity that an average person can stand

Just curious on hearing that speeds are to reach around 115 kph tomorrow (Tamilnadu, India)

wind (39 to 46 mph) and would be sufficient to knock the average person over.

probably no more than 60-70mph for more than 2-3 secs. Because that would be like being hit by a car on a highway...
