If you put magnets in a circle facing outward, then put the same side in wards, if it starts spinning could that create electricity?

no. You need a pickup coil, wires, to get electricity.

I don't think that alone could. But I've used magnets to spin wires. And make electromagnetic fields. Maglevs are trains operated by electromagnetic force.
