there is no best answer. normally I would suggest electronic engineering due to the fact that studies have shown females pay more attention to small details. this makes them statistically better than men at this job. since hardware is in everything and sometimes it is implemented without software. this is the field in more need of a thorough workforce capable of standing up and saying. "it's not ready yet" peoples lives depend on hardware. if hardware is messed up then no amount of software will cover for the error.

I'd say software engineering. Now, I'm of the school that you should do what you are most interested in so perhaps you should explore both fields before deciding. That being said, there are few women going into electrical engineering, the numbers are quite low. Something you need to be aware of is an old problem and that's getting a handful of prejudice and bullcrap from men. Not much has changed in 40 years, women are still given a hard time in traditional men's fields, so be prepared. Read up on a couple of blogs I found of women in engineering and what they face - and some other info for you.
