The elements present in the statement are , Oxygen(O), Gold(Au), Carbon(C), Lithium(Li), Hydrogen(H), Plutonium(Pu) and Neodymium (Nd).
The numbers have no significance with regard to mass/weight or ratios.
I don't know of any such alloy, in fact I don;t think such an alloy would exist because above there is plutonium which is radio active, and carefully stored.
